Ms. Swackhamer asked if we would be required to check each member after an election.

Mr. Wiseley stated that it would probably be helpful since there had been issues in the past. He stated that their affiliation would be based on the time of their appointment and could be checked at the time of reappointment.

Ms. Swackhamer clarified that a split party voter could be designated by way of a letter from the chair of a party.

Mr. Wiseley stated yes, and at reappointment could be looked at by the appointing authority.

Mr. Ivy asked if the definition of a spilt vote meant that someone voted for one party in a primary and a different party the next primary, not in the same primary.

Mr. Wiseley stated yes, we would look at their 2 most recent primary voting history. He stated that if a person had only 1 primary voting in their voting history and assuming that they did not have a letter from their corresponding party chair, they would not count towards a number for either party.

Ms. Swackhamer stated that at the bottom of parge 8, Special Meetings are referenced in accordance with IC 5-14-1-5, and asked for her reference, was that was a 10-day notice for meetings as well.

Mr. Wiseley stated that he would need to double check that.

Ms. Swackhamer stated that on page 11 a reference to 90 days was mentioned and that she believed it should be 90 minutes for presenting a matter before the Board.

Mr. Wiseley agreed that it should be 90 minutes.

Ms. Swackhamer that the office had changed the amount of time for people to submit letters of support or opposition had been changed from 10 days to 24 hours, and that on page 13 she would like that to be match. She stated that staff felt that would be enough time to provide the Board with any items received prior to a meeting.

Mr. Wiseley stated that would be up to the Board.

Ms. Swackhamer stated that on the same page under Decisions, it was stated that decision would be made within 30 days of the hearing, and asked if that was in reference to the Certification. She also stated that it also stated that the decision would include the reason and a summary min the findings of fact by the Board.
