MEMORANDUM
At your September 2 meeting, I will present two applications for your consideration. The first application was filed by Larry Bower, Daystar Enterprise, on behalf of Brandon and Hillary Amburgey, to build a multi-purpose detached structure that will serve as a detached garage and pool house located at 151 Hadley Road. The second application was filed by Prodigy Building Solutions, LLC, on behalf of Oakwood City Schools, to amend a previously approved Special Use Permit to replace fencing, install a new block knee wall and protective netting for the softball diamond located at 1200 Far Hills Avenue.
151 Hadley Road is located in the R-3 Single Family Residence Zoning District. The R-3 District is intended to preserve those residential areas which are best suited for medium sized lot development and to maintain the character of existing low-density single-family developments.
Subject to the requirements of Title 10, Section 1004, special use permits are required for guest houses and secondary detached garages, when proposed on a zoning lot (as a separate structure) where an existing attached or detached garage to a principal dwelling already exists. In this case, the applicant’s property features an existing attached garage.
The applicants are proposing to add a secondary building that will serve as both a detached garage and a pool house in the rear yard. The garage is specified as 703 square feet, which is typical for a detached garage. From the front, the garage would have a typical single-story appearance, with an overhead door that will be eight feet by 12 feet. The rear portion of the garage is designed to function as a pool house and will include a bathroom and storage area. It should be noted that the plans also call for a covered patio that will be 160 square feet and will be located on the west side of the garage.
