FEBRUARY - 2026 REGULAR MONTHLY MEETING

MINUTES

The Delaware-Muncie Metropolitan Board of Zoning Appeals (BZA) held its regular monthly meeting on Thursday February 26, 2026 at 6:00 PM in the Commissioners Court Room, room 300A in the Delaware County Building. Chairperson Leslie Mathewson called the meeting to order.

Ms. Swackhamer called roll and the following members were present: Mr. Billington, Ms. Fritch, Mr. Ivy, Ms. Knapp, and Ms. Mathewson. Absent: Ms. Kaiser. Also present, Mr. Wiseley, attorney for the Board.

MINUTES:

Ms. Fritch made a motion to approve the December 2025 regular monthly meeting minutes. Mr. Ivy seconded the motion. Voting in favor: Mr. Billington, Ms. Fritch, Mr. Ivy, Ms. Knapp, and Ms. Mathewson. Voting against: None. Motion carried; December 2025 minutes approved.

Ms. Fritch made a motion to approve the January 2026 regular monthly meeting minutes. Ms. Knapp seconded the motion. Voting in favor: Mr. Billington, Ms. Fritch, Mr. Ivy, Ms. Knapp, and Ms. Mathewson. Voting against: None. Motion carried; January 2026 minutes approved.

Being a public hearing on the matter of an application filed by Kingdom Recovery, LLC., requesting a variance of use from the terms of the City of Muncie Comprehensive Zoning Ordinance, to allow group housing in an existing church building for long-term sober living in a single-family residence zone, and to allow off-site parking, and to allow the parking lot to not be paved rather than developed according to engineer standards, on premises located at 304 North Waldemere Avenue, Muncie, Indiana, as more accurately described in the application.
