cars and that was because of this type of program and that when people were in need we needed to help.

Jamie Blevins, 409 N. Jefferson St., Hartford City, Indiana, appeared. She stated that she was Brian Blevins wife of 9 years and that they were both in long-term recovery. She stated that they both loved to help people and that she had watched him work and serve others with his whole heart. She stated that she was grateful to have the chance to see his vision come to light because they both wanted to continue to make a positive impact on the community. She stated that the men in the program were amazing. She stated that they got lost in addiction and needed help and support to take back their lives. She stated that was what Brian did, he helped those individuals and that they both want to continue to be part of the solution. She shared her own story of addiction and recovery and stated that she was in support of this program and knew that it was something that was needed in Muncie.

Katina Stough, 1412 Westen St., Muncie, Indiana, appeared. She stated that she was the daughter of an addict and that as the Public Housing Director she understood the lack of adequate housing. She stated that she cannot help anyone until they were 3 years past a conviction and that people needed a safe place to go so that they were not going back to old habits. She stated that the community needed more sober housing and emergency transitional housing and that was in support of the request.

Pat Boggs, 2609 W. Airway Rd., Muncie, Indiana, appeared in opposition. He stated that he and his wife had purchased the property at 3201 E. Wysor Street which was adjacent to this property. He stated that they purchased the home for his daughter, son-in-law and grandkids to live, and that 16’ from her kitchen window was this building. He stated that there was no argument that this was needed and that he understood the importance of the program, but he did not believe this was the proper place. He stated that as a parent and a grandparent he was concerned about 12-15 residents being only 30’ from his family and their backyard. He stated that he was not speaking ill of anyone, but that his granddaughter had health issues and that he had many concerns about the people living there. He stated that the applicant are obviously nice people, but that they have had people living there before this was approved. He stated that when someone doesn’t follow one rule, it makes you wonder if they will follow any. He stated that there were many other kids and families in that same area and that they had concerns as well.

Ms. Mathewson asked if Mr. Boggs had talked to any other neighbors about their concerns.

Mr. Boggs stated that he had not but that his daughter had since she lived there.

Lucinda Privett, appeared in opposition. She stated that her younger sister lived next door to this property with her 2 boys and that the building was 25-30’ from their backdoor.
