people get their driver’s license and birth certificates which they need to find jobs. He stated that they teach the residents life skills and help them form a plan of how to make the most of this opportunity. He stated that they must attend meetings and church services, have a job, and that they could drug screen them at any time and search their belongs, all for the safety of everyone. He stated that they also had a security system inside and outside and that they really just wanted to be good neighbors.

Ms. Mathewson asked Ms. Swackhamer if she could address the parking.

Ms. Swackhamer stated that she and the applicant had reached out to the City Engineer and she had received an email from Mr. Leach today which reads “Per the ordinance parking lots should be paved. There is some existing gravel that is primarily within the right of way that could be used as parking, which extends approximately 20’ from the edge of pavement west toward the proposed parking area along Waldemere Avenue. It appears the gravel extends 100’ which would allow for 11 vehicles to park there. Additional parking in the grass would result in rutting and tracking of material on the street, which runs contrary to ordinance and the Muncie Sanitary District MS4 requirements. There also appears to be additional parking in front of the former church building that I suspect would be adequate for up to 10 cars. Based on the current availability of parking, I would limit dwelling units to no more than 12, unless they intend to make improvements including a paved lot with adequate stormwater controls as required by the City Design Manual and Ordinance”.

Mr. Case stated that 12 parking spaces would be more than enough.

Ms. Swackhamer clarified that in the drawing there were 11 spaces showing in the gravel and 10 additional spaces in front of the church for a total of 21 spaces and that Mr. Leach stated that was enough for 12 units.

Ms. Mathewson asked if there were other items to address.

Ms. Swackhamer stated that the Board had received 10 letters of support and 1 in opposition with their packets and that since that time 2 more letters of support had been received along with an explanation from the applicant regarding a police report.

Ms. Mathewson asked the difference between a treatment center and a recovery facility.

Mr. Blevins stated that a treatment center would require onsite treatment including a nurse and a therapist and that this facility was for someone further along in the process and was learning life skills such as budgeting and employment. He stated that there were no narcotic medication or methadone permitted at this facility and that they would like to obtain their state certification later.

Ms. Mathewson asked if the applicants were agreeable to a condition that there be no sex offenders or violent criminals permitted.
