DELAWARE-MUNCIE METROPOLITAN BOARD OF ZONING APPEALS

MAY - 2026 REGULAR MONTHLY MEETING MINUTES

The Delaware-Muncie Metropolitan Board of Zoning Appeals held it’s regular monthly meeting on Thursday May 28, 2026 in the Commissioners’ Court Room, Room 309A, in the Delaware County Building, Muncie, Indiana. Chairperson Leslie Mathewson called the meeting to order.

ROLL CALL:

Ms. Swackhamer called roll and the following members were present: Mr. Billington, Ms. Fritch, Mr. Hamilton, Mr. Hinds, Mr. Ivy, Ms. Knapp, and Ms. Mathewson. Also present, Mr. Wiseley, attorney for the Board.

MINUTES:

Ms. Fritch made a motion to approve the April 2026 meeting minutes. Mr. Ivy seconded the motion. Voting in favor: Mr. Billington, Ms. Fritch, Mr. Hamilton, Mr. Ivy, Ms. Knapp, and Ms. Mathewson. Voting against: None. Abstaining: Mr. Hinds. Motion carried, April 2026 minutes approved.

ANNOUNCEMENTS:

Ms. Swackhamer stated that the items as follows would be continued to future meetings as listed below.

BZA 21-26 The appeal filed by Davis-Carey Co. LLC, and Dominyse Davis, on premises located at 1904 East 22nd Street, Muncie, Indiana, is continued to the meeting on July 30th, 2026, at 6:00 pm.
BZA 23-26 The appeal filed by Hollie Reed on premises located at 8904 South US 35, Muncie, Indiana, is continued to the next monthly meeting on June 25th, 2026, at 6:00 pm.
BZA 29-26 The appeal filed by Marc A. Weems on premises located at 1208 North Country Club Road, Liberty Township, Delaware County, Indiana, is continued to the next monthly meeting on June 25th, 2026, at 6:00 pm.

Ms. Mathewson covered the rules of procedure for the meeting and asked for respectful behavior and stated that there may be time limits set for larger cases.

Jurisdiction: Board of Zoning Appeals
Being a public hearing on the matter of an application filed by Ella Jean Blevins and Muncie Sanitary District, requesting a variance of use from the terms of the City of Muncie Comprehensive Zoning Ordinance to allow The Muncie Sanitary District to develop a vegetative composting facility in a single-family residence zone, on premises located on the south side of Wilson Road approximately 725’ east of Bennett Street, Muncie, Indiana, as more accurately described in the application.
