Mr. Leach stated that when you have a mulch fire you had a high level of nitrogen from green material and since this would be a brown facility, you would not have those nitrogen levels. He stated that this was not a giant pile of composting material, it would be a windrowing facility which was limited in height to 3’ during the process. He stated that the material would never attain enough thermal mass to ignite but that they were over buying a piece of land that they would only be using 4 acres of.

Mr. Hinds stated that he had visited the sight was glad to hear that they would fix the road. He stated that Wilson Road was very narrow and as he was leaving, he noticed a lot of overgrowth and brush and asked if that was something that could also be addressed.

Mr. Leach stated yes, and that they were happy to add shoulders to the road as well since there was not a lot of traffic and they would not be adding much, it would work.

Mr. Hinds asked if they would be burning.

Mr. Leach stated no.

Mr. Hinds asked for clarification that they would be discing and not digging because a concern was the pipeline that runs through that area.

Mr. Leach stated that he had a letter from the pipeline company that this facility would not interfere with the pipeline.

Ms. Swackhamer stated yes, they had received a letter which she read stating there were no concerns.

Ms. Mathewson asked about concerns of this attracting pest, rodents, and mosquitos.

Mr. Leach stated that this was a brown waste facility and that there would be nothing for vermin to eat. He stated that mulch could have termites but not typically and that there could be bugs and mosquitos from the pond but that they were trying to be as far away from dwellings as possible and that they would do mosquito dunks if that became a problem.

Mr. Billington asked what the lifespan of a composting facility was and what would happen to the property at that point.

Mr. Leach stated that it could continue indefinitely but that it could be stripped and used for organic farming as well.

Ms. Hoff stated that since they were voluntarily committing to the Ordinance regulations that there was a section on closure of a facility.

Ms. Swackhamer stated that starting on page 168 in the County Comprehensive Zoning Ordinance listed those requirements.

Liz Wilcox, 4000 E. Wilson Rd., Muncie, Indiana, appeared to speak in opposition. She stated that she appreciated that her letter was used as a guideline to answer some of the questions but that she was still in opposition to the project location. She stated that she had lived there for 21 years and that it was a quiet peaceful road and that they had concerns with all of the houses being on wells. She stated that even though the pipeline letter stated that they were not concerned, it runs right through yard and
