anything could happen. She stated that she wanted to thank her neighbors that were in attendance and that even if this was approved, it was nice that the neighbors came together.

Vickie Shields, 3813 E. Wilson Rd., Muncie, Indiana, appeared in opposition. She stated that measuring from her back door to the property was only 15’ and asked the fence would be required to be a privacy fence. She stated that the value of her property would drop and that it was frightening to see how close the trucks would be going up and down the road. She stated that she could not believe that a neighborhood was the only place that they could find to place this facility. She stated that when the farmer was there, they were worried when he was spraying, but that this was a different concern with bugs and smells. She stated that she was very concerned with all of the health issues that would cause and that there had to be a better location.

Olivia Highball, 3901 E. Wilson Rd., Muncie, Indiana, appeared in opposition. She stated that this was nothing personal, she supported the project, but that this was not a good location. She stated that they had purchased their property 8 years ago thinking that their children would grow up on a peaceful dead-end road. She stated all of the kids that ride their bikes on that road since they know everyone and that she was not in favor of the request.

Melanie Grinner, appeared to represent her mother Joyce Doyle who lived on Wilson Road for 53 years, and is in opposition. She stated that she had been a realtor for 15 years and that she had concerns about property values and stated that residential zones needed to be protected. She stated that traveling northbound on SR 32 from Bennett Road, there was a 3-ton weight limit and she asked what these trucks would weigh and that her car was 1.5 tons. She stated that she had signatures of those in opposition on Wilson Road and Bennett Road who were all concerned about extra traffic. She stated that she wanted to see zoning protect the nature and the residential area.

Ms. Mathewson stated that there was a concern about the view and that there was a chain link fence and a vegetative buffer on the plans and asked if there was anything to address any of the neighbors’ concerns about the view from their properties.

Ms. Leach stated that they had intended a 25’setback to be from the property line into the property to a chain link fence and that the working space would be another 400’ from that.

Ms. Hoff stated that the first 250’ from Wilson Road would be for the narrow driveway and then completely enclosed with the 25’ buffer on all 4 sides.

Mr. Leach stated that it would also be gated.

Mr. Hinds stated for clarification that of the 16 acres only 4 acres would be used and the rest would be grass.

Ms. Hoff stated that the parcel was 16.475 acres and that .4 acres would be the asphalt drive and that the available area for the windrowing was 3.37 acres.

Mr. Billington asked about the financial impact of the facility for one year versus taking the material to ECR.

Mr. Leach stated it would be about $150,000 per year.

Mr. Billington asked how much it would cost to operate the facility.
