Delaware-Muncie Metropolitan Plan Commission

WHEREAS, the Delaware-Muncie Metropolitan Plan Commission (DMMPC) is the Metropolitan Planning Organization (MPO), as designated by the Governor of the State of Indiana, for the Muncie Urbanized Area; and

WHEREAS, the DMMPC is responsible for drafting the FY 2027-2028 Unified Planning Work Program (UPWP) document; and

WHEREAS, the Transportation Policy Committee (TPC) is the policy committee of the Metropolitan Planning Organization involved in the transportation planning process for the Muncie Urbanized Area; and

WHEREAS, the DMMPC FY 2027-2028 UPWP has incorporated estimated FY 2027 PL/5303 appropriations and any estimated unused FY 2026 PL/5303 balances; and

WHEREAS, the DMMPC FY 2027-2028 UPWP submitted to the Indiana Department of Transportation for State and Federal review was reviewed and approved by the TPC by e-vote concluding on March 4, 2026: and

WHEREAS, the TPC also approved administrative power of the DMMPC to make any additional changes to the FY 2027-2028 UPWP in response to comments from INDOT, FHWA, and FTA with no further approval from the committee.

NOW, THEREFORE, BE IT RESOLVED by the TPC of the DMMPC as follows:

Section 1. That the Delaware-Muncie Metropolitan Plan Commission (DMMPC) FY 2027-2028 Unified Planning Work Program (UPWP) is approved.

Section 2. That the Delaware-Muncie Metropolitan Plan Commission (DMMPC) has administrative power to make any additional changes to the FY 2027-2028 Unified Planning Work Program (UPWP) in response to comments from INDOT, FHWA, and FTA with no further approval from the committee.
