Program 200:
Data Collection /Analysis

Purpose:

The purpose of Program 200 is to provide for the ongoing collection, maintenance, monitoring, and analysis of demographic, traffic, safety, intermodal, infrastructure, and mapping data essential to an effective transportation planning process. This includes traffic volumes, crash data, rail and air initiatives, traffic control features, Highway Performance Monitoring System (HPMS) data, permanent count station analysis, and transportation-related mapping.

Method:

Activities under this program are inventory, monitoring, and analysis-based, and utilize GIS and computer systems, traffic counting equipment, and on-site field inventories. These activities are consistent with the principles of the 3C transportation planning process – comprehensive, cooperative, and continuous.

The DMMPC will maintain a separate HPMS database and advance data management capabilities through a phased approach:

  • Phase 1: Enhance HPMS analytical capacity by evaluating a representative portion of HPMS data within the Metropolitan Planning Area (MPA).
  • Phase 2: Train staff on HPMS database software and develop proficiency in data manipulation and analysis.
  • Phase 3: Manage the HPMS database and submit data to INDOT for the statewide HPMS submittal.

Program 200.1: Background Data Updating

Responsible Agency & End Products:

  • MPO staff: Maintain demographic and related datasets, including school enrollment, Safe Routes to School (SRTS) survey data, employment, development activity, building permits, and land use. [Estimated Completion: Ongoing]
  • MPO staff: Obtain and process demographic data and identify trends that may affect traffic volumes, travel patterns, and transportation system performance. [Estimated Completion: Ongoing]
