Program 500 - Transit and Active Transportation

  • Decreased dollar amount from $4,000 to $3,000
    • An additional $1,500 in PL carryover funds and $3,802 in PL (2.5% SA) carryover funds are being programmed into this element.
  • STBG funds increased from $0 to $7,000
    • The MPO requests the addition of $7,000 in STBG funds to support Program 500 activities related to public participation and outreach. No major equipment or material purchases are anticipated; however, funds will support costs associated with engagement efforts, including public meetings, outreach events, communication materials, and other activities that promote effective stakeholder involvement. This investment will enhance the MPO’s ability to engage the public and partner agencies, ensure transparency in the planning process, and maintain compliance with federal public participation requirements.

Program 600 - Other Planning Initiatives/Special

  • Decreased dollar amount from $18,269 to $10,563
    • An additional $2,722 in carryover funds are being programmed into this element.
  • STBG funds increased from $0 to $175,000
    • The MPO requests the addition of $175,000 in STBG funds to support Program 600 activities. We anticipate that a large majority of Program 600 funds will support outsourced or subcontracted professional consulting services for the development of updated comprehensive zoning and subdivision ordinances, estimated at $175,000. This investment will strengthen coordination between land use and transportation planning, support local government planning efforts, and enhance the MPO’s ability to promote integrated, data-driven decision-making consistent with federal planning requirements. Comprehensive zoning and subdivision ordinances regulate existing and new development related to transportation, by providing guidelines for street development, sidewalk installation, connectivity, ingress/egress, bicycle and pedestrian amenities, and having an overall positive influence on travel within our region. Remaining funds will be allocated to transportation planning support and related planning studies. These funds will be used to purchase equipment such as a sound machine for measuring decibel levels to support transportation-related environmental and impact assessments.
