Program 300: Short-Range Planning / Management Systems

Purpose:

The purpose of Program 300 is to develop, update, and maintain a fiscally constrained four-year Delaware-Muncie Transportation Improvement Program (DMTIP) for the Metropolitan Planning Area (MPA) and to implement transportation management systems that support data-driven investment decisions, system performance, and public transparency. Activities under this program also support compliance with federal planning requirements, implementation of the Muncie Intelligent Transportation System (ITS) Architecture, and adherence to the Manual on Uniform Traffic Control Devices (MUTCD)

Method:

The DMTIP is developed using federally funded transportation project data submitted by local and state agencies and is grounded in the adopted Long-Range Metropolitan Transportation Plan. The DMTIP is submitted to INDOT for the State Transportation Improvement Program (STIP), allowing projects to qualify for federal funding.

Project priorities are established through coordination with project sponsors and planning partners. The DMTIP is reviewed by the Technical Advisory Committee (TAC), approved by the Transportation Policy Committee (TPC), and made available for public review and comment through a formally advertised public involvement process.

Geographic Information Systems (GIS), transportation databases, and management systems are used to support project development, performance monitoring, and reporting.
