Program 400: Long-Range Planning and Air Quality

Purpose:

The purpose of Program 400 is to analyze the multimodal transportation network within the Metropolitan Planning Area (MPA) and to maintain an up-to-date Long-Range Metropolitan Transportation Plan (LRMTP). This program integrates transit planning, transportation studies, land use coordination, environmental considerations, and air quality requirements to support both short- and long-range transportation decision-making. All activities are intended to comply with federal planning requirements and streamline the National Environmental Policy Act (NEPA) process.

Method:

Program 400 activities include:

  1. 1)Transportation network analysis
  2. 2)Transportation Plan development and amendments
  3. 3)Air quality conformity
  4. 4)Planning and Environmental Linkages (PEL)
  5. 5)Strategic Highway Network and U.S. Department of Defense coordination
  6. 6)Federal Land Management Agency coordination.

Analyses utilize GIS, transportation modeling software, and emissions modeling tools in conjunction with traffic, land use, and census data. Results support updates to the Transportation Plan, Official Thoroughfare Plan, and Functional Classification System. Work may be completed in-house or with consulting services.
