FY 2027-2028 Work Program Budget

Funding Rationale

The Delaware Muncie Metropolitan Plan Commission (DMMPC) utilizes combined Federal Transit Administration (FTA) and Federal Highway Administration (FHWA) Planning (PL) funds to support its Unified Planning Work Program (UPWP). Although the funding is identified as PL, both FTA and FHWA sources contribute to the consolidated allocation. Using combined FTA/PL funding streamlines recordkeeping and budgeting, reducing administrative time spent preparing reimbursement claims and simplifying audits of federal transportation planning expenditures.

Each UPWP work element is funded at an 80 percent federal / 20 percent local match. Federal funds are reimbursed after eligible expenses are incurred. Detailed federal and local funding allocations for each program element are provided in the following tables.

Program Funding Sources

The following tables identify the funding sources for each program element included in the FY 2027 UPWP. Only Programs 100-600 are included, as these represent activities eligible under the federal transportation planning program. Programs 700 and 800 are excluded because they do not involve federally funded transportation planning activities.
