Summary Budget by Funding Source – FY 2027
Tables 1A-1C represent the DMMPC MPO funding allocations assigned by FHWA/FTA for FY 2027 and the estimated remaining balances from previous UPWPs. The budgeted total is separated across each of the work programs in the UPWP and includes the federal funding/local match split for both PL and STBG funds, along with the 2.5% Safe and Accessible Set Aside requirement. Specifics for each of these funding categories are explained below:
PL Funds: Represent funds that are primarily dedicated to core planning activities, studies, and data collection. PL funding will also include carryover funds from the FY 2026 purchase order #0020154799. The estimated carryover of $57,274 will be programmed into the work elements. These funds have already been matched so they will not be broken down with federal and local match percentages.
PL S&A Funds: Represents MPO requirement to use at least 2.5% of its PL funds for specific planning activities to increase safe and accessible options for multiple travel modes for people of all ages and abilities. These funds will be 100% federal with no local match. Our specific planning activities for this funding category is explained on page 48.
STBG Funds: Represent flexible federal-aid funding for transportation projects, including infrastructure improvements, and can be utilized for specific, complex, or large-scale planning studies authorized by the MPO. We anticipate needing $440,000 in STBG funds for fiscal year 2027. Request for STBG funding is explained on pages 13-15.
HSIP/CMAQ Funds: Represents essential funding sources for regional transportation improvements. The Muncie MPO has not elected to flex Highway Safety Improvement Program (HSIP) or Congestion Mitigation (CMAQ) funds for planning activities in this UPWP cycle.
