Whereas, full-time life-guards rate is $22.00 per hour; and

Whereas, the following lifeguards are approved for hiring; and

Whereas, due to time constraints and meeting Council meeting schedules in April, May, June, July and August, the Borough Council authorizes the Borough Administrator to work with the Recreation Department to hire and employ additional lifeguards as needed throughout the pool season followed with a memorializing resolution for Borough Council consent.

Be It Resolved, by the Borough Council of the Borough of Somerville, in the County of Somerset, State of New Jersey approves the hiring of lifeguards and further allows the Borough Administrator to hire lifeguards on an as needed basis memorializing a resolution after the action if Council meetings schedules do not adequately allow for enough time.

Whereas, N.J.S.A. 19:44A-20.4 et seq. (the "Pay-to-Play" law) provides that a municipality may award a contract without the "fair and open" process required by that Act, provided that the contract is awarded in accordance with the provisions of N.J.S.A. 19:44A-20.5, governing non-fair and open contracts; and

Whereas, the Borough of Somerville received a Safe Routes to School grant from the New Jersey Department of Transportation (NJDOT) for improvements along Veterans Memorial Drive East (Federal Project No. D00S856); and

Whereas, NV5, Inc., 412 Mt. Kemble Avenue, Suite 100C, Morristown, New Jersey 07960, previously provided professional engineering design services for this project, and is uniquely qualified by virtue of its prior involvement, design knowledge, and professional continuity to provide Construction Support Engineering Services for this project; and

Whereas, NV5, Inc. submitted a proposal dated October 15, 2025 for Construction Support Engineering Services for the SRTS 2018 along Veteran’s Memorial Drive East
