established State contract satisfies the requirements of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.; and

Whereas, the State of New Jersey, through the Division of Purchase and Property, has established State Cooperative Pricing System Contract No. 77110 (T-1480) for janitorial and cleaning services, through which qualified nonprofit rehabilitation facilities participating under the Set-Aside Act may provide such services to public agencies at State contract pricing; and

Whereas, ACCSES NJ (Association for Choices in Community Supports and Employment Services – New Jersey), 150 West State Street, Suite 120, Trenton, New Jersey 08608, is a qualified nonprofit agency participating under State Cooperative Pricing System Contract No. 77110 (T-1480), and has submitted Quote No. JQ06112026DEH-2, dated June 11, 2026, for routine janitorial cleaning services at the Somerville Emergency Services Facility, 85 North Gaston Avenue, Somerville, New Jersey 08876; and

Whereas, the scope of services includes routine janitorial cleaning of approximately 8,131 square feet of interior floor area (9,571 square feet including glass) encompassing entrances, common areas, offices, restrooms, kitchen and lounge areas, stairwells, and landings, five (5) days per week, 3.5 hours per day (17.5 hours per week), for the period July 1, 2026 through June 30, 2027, at an all-inclusive rate of $38.155 per hour, for a total annual contract amount not to exceed $34,721.05; and

Whereas, funds for this contract are available in the appropriate account of the Borough of Somerville's 2026 and 2027 budget appropriations; and

Whereas, the Borough Clerk-Administrator has certified that this award is consistent with the requirements of the Local Public Contracts Law, the New Jersey Rehabilitation Facilities Set-Aside Act, and State Cooperative Pricing System Contract No. 77110 (T-1480);

Now, therefore, be it resolved by the Mayor and Borough Council of the Borough of Somerville, County of Somerset, State of New Jersey, as follows:

1.
The Borough of Somerville hereby awards a contract to ACCSES NJ for routine janitorial cleaning services at the Somerville Emergency Services Facility, 85 North Gaston Avenue, Somerville, New Jersey 08876, for the period July 1, 2026 through June 30, 2027, pursuant to State Cooperative Pricing System Contract No. 77110 (T-1480) under the New Jersey Rehabilitation Facilities Set-Aside Act.
2.
The total contract amount shall not exceed Thirty-Four Thousand Seven Hundred Twenty-One Dollars and Five Cents ($34,721.05), based upon 5 days per week, 3.5 hours per day, at an all-inclusive rate of $38.155 per hour, covering 52 weeks (260 visits, 910 hours).
3.
The Mayor and Borough Clerk-Administrator are hereby authorized to execute such contract documents, certifications, and agreements as may be necessary to effectuate this award.
