Authorizing and Memorializing the Issuance of a request for Proposals for Construction Management and Inspection Services for the Safe Routes to School along Veterans Memorial Drive East – Road Diet and Pedestrian Improvements Project

Whereas, the Mayor and Borough Council of the Borough of Somerville, County of Somerset, State of New Jersey, has undertaken a transportation improvement project entitled “Safe Routes to School Along Veterans Memorial Drive East – Road Diet and Pedestrian Improvements” (the “Project”); and

Whereas, the Project is funded through the New Jersey Department of Transportation (NJDOT) utilizing federal funds provided by the Federal Highway Administration (FHWA) through the Transportation Alternatives Set-Aside (TA Set-Aside) Program; and

Whereas, the Project is intended to enhance pedestrian safety, improve accessibility, promote multimodal transportation, and advance the goals of the Safe Routes to School Program through roadway and pedestrian infrastructure improvements along Veterans Memorial Drive East; and

Whereas, the Municipality has determined that professional construction management and inspection services are necessary to ensure that the Project is constructed in accordance with approved plans, specifications, federal and state requirements, applicable regulations, and funding agency requirements; and

Whereas, such services constitute professional services and may be procured pursuant to the provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., and other applicable laws and regulations; and

Whereas, the Municipality has caused a Request for Proposals (“RFP”) to be prepared and issued seeking qualified firms to provide construction management and inspection services for the Project.

Now, Therefore, Be It Resolved by the Mayor and Borough Council of the Borough of Somerville, County of Somerset, State of New Jersey, as follows:

  1. The issuance of a Request for Proposals for Construction Management and Inspection Services for the Safe Routes to School Along Veterans Memorial Drive East – Road Diet and Pedestrian Improvements Project is hereby authorized and memorialized.
  2. The purpose of the RFP is to solicit qualifications and proposals from firms experienced in construction management, resident engineering, construction inspection, contract administration, and related services necessary for the successful implementation of the Project.
  3. The appropriate municipal officials, including the Municipal Clerk, Business Administrator, Municipal Engineer, and any other authorized representatives, are
