Program 300 - Short Range Planning and Management Systems
Increased dollar amount from $40,000 to $100,000
An additional $22,000 in carryover funds are being programed into this element.
STBG funds increased from $0 to $130,000
The MPO requests the addition of $130,000 in STBG funds to support Program 300 activities related to planning, analysis, and system management. These funds will be used to acquire and maintain GIS-related software tools, including Beacon (Schneider Geospatial), and Vialytics, to enhance data integration, asset management, and analytical capabilities.
Funding will also support outsourced and subcontracted services such as aerial photography by Eagleview. Delaware County utilizes Eagleview for aerial imagery collection, operating on a two-year imagery collection cycle. This ensures we maintain the most current imagery for planning, transportation, public safety, and public use. Besides the standard orthomosaic imagery, Eagleview provides four-way, 45-degree oblique imagery, offering additional perspectives beneficial for various applications. While the imagery program from the State of Indiana GIS office is a valuable resource, its update frequency does not adequately meet our primary requirements. This investment will strengthen the MPO’s ability to conduct comprehensive transportation system analysis, support asset management and project prioritization, and ensure data-driven decision-making in compliance with federal planning requirements.
Program 400 - Long-Range Planning and Air Quality
Decreased dollar amount from $4,000 to $2,000
An additional $250 in carryover funds are being programmed into this element.
STBG funds increased from $0 to $3,000
The MPO requests the addition of $3,000 in STBG funds to support Program 400 activities related to transportation modeling and environmental analysis. These funds will be used for ongoing amendments, public input, and data collection all in preparation for a comprehensive update to the long-range metropolitan transportation plan. This investment will enhance the MPO’s ability to conduct required technical analyses, support data-driven planning decisions, and ensure compliance with federal planning and air quality requirements.
