Work Program Fulfillment:

The Fiscal Year 2027-2028 Unified Planning Work Program (UPWP) fulfills, in part, Work Element Number 100 of the Delaware Muncie Metropolitan Plan Commission’s FY 2027-2028 UPWP. Program Number 100 requires the preparation of a document outlining all planning activities to be undertaken by the Commission during Fiscal Years 2027-2028. That requirement is satisfied through this Work Program.

The federal identification numbers associated with PL, STBG, CMAQ, and HSIP funding used for FY 2027-2028 work program planning activities are as follows:

• Highway Planning and Construction (ALN 20.205): This listing covers funds provided by the Federal Highway Administration (FHWA). It includes Metropolitan Planning (PL) funds, Surface Transportation Block Grant (STBG) funds, and Highway Safety Improvement Program (HSIP) funds use for the development of the Long-Range Transportation Plan (LRTP) and the Transportation Improvement Program (TIP).
• Metropolitan Transportation Planning (ALN 20.517): Effective for all new awards starting in FY 2026, ALN 20.517 is the identifier for Section 5303 planning funds provided by the Federal Transit Administration (FTA). This listing supports the development of transit-related technical studies and multi-modal planning.
• Statewide and Nonmetropolitan Transportation Planning (ALN 20.535): If applicable, this listing covers Section 5304 funds for statewide planning and research.
