Capacity analyses were performed for 2 conditions using the Highway Capacity Software 2010 (HCS 2010) methodology:
- Existing Conditions. Existing conditions represent the existing 4-lane roadway section of Shroyer Road. Side streets are stop control and yield to traffic on Shroyer Road.
- 3-lane section. Side streets are stop control and yield to traffic on Shroyer Road.
Existing traffic volumes are not expected to increase thus design years in the future were not evaluated.
Intersection capacity was evaluated to assess existing operating conditions and to identify critical deficiencies that may contribute to safety issues. Analyses were prepared using existing peak hour traffic volumes at three of the highest volume, unsignalized intersections within the study area. Levels of service were determined for unsignalized intersections within the study area.
Intersections are graded using a level of service (LOS) designation expressed in terms of letter grades. Level of service is a quality measure describing operational conditions with a traffic stream with LOS A representing the highest quality traffic flow and minimal delay, and LOS F representing poor traffic operations, significant delay, and substantial queuing. Level of service is defined in terms of vehicle delay, as published in the Highway Capacity Manual (Transportation Research Board, 2010). Levels of service thresholds for signalized intersections have been summarized in Table 1E.
