Any person deemed to have standing by virtue of being the applicant, a board or officer of the county, or an adversely affected party may file an appeal with the county commission within 10 days of the date of the decision specifying the nature of the appeal. Following receipt by the county commission of the appeal of a decision, By the Planning Commission, the County Commission shall give notice and schedule a de novo public hearing. The app- appellant shall present all theories of relief to the County Commission, as failure to raise such theories at the stage of appeal precludes presentation of such theories to District Court. Following the hearing and the review of all relevant information, the County Commission shall render a decision on the appeal. That's from 8-16-3, time machine decisions.

Everything depends on the size of that center. We don't know how big the solar farm is going to be because we don't know how large the center is going to be. Will the solar farm generate heat? Will it cause an area to heat up hotter? How big of an area will it heat?
