Whereas, the proposed modification is an extension of the existing roadway improvement project and does not change the overall intent or character of the Project, and the work within the extended limits will consist of the same general types of improvements already contemplated by the Project, including HMA milling and resurfacing, curb improvements, sidewalk and driveway apron restoration where applicable, resetting and upgrading of drainage inlet castings, drainage improvements, and associated roadway restoration; and
Whereas, no additional Municipal Aid funding is being requested, and the current Engineer’s Estimate for the entire modified Project, including the original project limits and the proposed expanded limits, is approximately $475,398.00, which remains below the combined Municipal Aid allotment of $542,997.00; and
Whereas, the Municipal Engineer has prepared a Request for Incidental Scope Modification, dated August 21, 2026, to be submitted to the NJDOT Division of Local Aid and Economic Development requesting the Department’s concurrence that the proposed modification constitutes an incidental scope modification and approval to utilize the available FY2025 and FY2026 Municipal Aid funding for the increased quantities associated with the expanded project limits; and
Whereas, the Borough Council has determined that extending the Project limits represents an efficient and appropriate use of the available Municipal Aid funding by allowing the Borough to improve a larger, contiguous section of Washington Place as part of the same construction project while maintaining the original purpose and character of the Municipal Aid improvements;
Now, Therefore, Be It Resolved by the Borough Council of the Borough of Somerville, County of Somerset, State of New Jersey, that the Borough Clerk-Administrator and the Municipal Engineer are hereby authorized and directed to execute and submit the Request for Incidental Scope Modification, dated August 21, 2026, to the New Jersey Department of Transportation, Division of Local Aid and Economic Development, for the South Middaugh Street and Washington Place Improvements project, in substantially the form on file with the Borough Clerk; and
Be It Further Resolved that the Borough Clerk-Administrator, Municipal Engineer, and Borough professionals are hereby authorized to provide such additional information, revised plans, Engineer’s Estimates, quantity calculations, and supporting documentation as may be required by NJDOT in connection with the request, and to take all actions necessary to effectuate the intent of this resolution; and
Be It Further Resolved that a certified copy of this resolution shall be forwarded to the New Jersey Department of Transportation, Division of Local Aid and Economic Development, the Municipal Engineer, and the Chief Financial Officer.
