1. 2. The purchase shall be funded exclusively from the Borough’s Opioid Settlement Trust Fund.
  2. 3. The Mayor, Borough Clerk-Administrator, Chief Financial Officer, and other appropriate Borough officials are hereby authorized and directed to execute any documents and take any actions necessary to effectuate this purchase.
  3. 4. This purchase shall be made part of the Borough’s opioid settlement fund reporting requirements, and the Chief Financial Officer and Borough Clerk-Administrator are directed to maintain records of this expenditure sufficient to satisfy the reporting and recordkeeping requirements applicable to opioid settlement funds and to include this expenditure in the Borough’s annual opioid settlement fund reporting to the State of New Jersey.

Awarding a Contract to ParkMobile by Arrive for a Mobile Parking Payment System through OMNIA Partners, an approved National Purchasing Cooperative

Whereas, the Borough of Somerville (the “Borough”) wishes to contract with a vendor to provide for the payment of parking fees via mobile phone or another internet-enabled device; and

Whereas, ParkMobile by Arrive (“ParkMobile”) is in the business of providing integrated solutions for the management of parking-related matters, including a system for the electronic payment of on-demand, reservation, and/or permit parking, related back-office administration, and a system for the marketing and sale of such parking through proprietary websites and mobile applications; and

Whereas, ParkMobile is an awarded vendor with OMNIA Partners Contract Number 158974, an approved national purchasing cooperative, and N.J.S.A. 52:34-6.2(b)(3) and Local Finance Notice 2012-10 authorize New Jersey local contracting units to purchase goods and services through nationally recognized and accepted cooperative purchasing agreements; and

Whereas, by Resolution 26-0720-231, adopted July 20, 2026, the Borough Council declared its intent to award a contract to ParkMobile and ratified the publication of a Notice of Intent to Award on the Borough's official website in accordance with Local Finance Notice 2012-10; and
