Whereas, the Notice of Intent to Award was duly published on the Borough's official website for the period required by Local Finance Notice 2012-10, and no objections or protests were received; and

Whereas, ParkMobile is compensated as per contract on file with the Borough Clerk’s Office; and

Whereas, because ParkMobile's compensation consists solely of convenience fees paid by end users, the contract requires no direct expenditure of Borough funds, and no certification of the availability of funds by the Chief Financial Officer is required; and

Whereas, the term of the contract shall be in accordance with the terms of OMNIA Partners Contract Number 158974;

Now, Therefore, Be It Resolved, by the Borough Council of the Borough of Somerville, County of Somerset, State of New Jersey, that a contract is hereby awarded to ParkMobile by Arrive for the provision of a mobile parking payment system through OMNIA Partners Contract Number 158974, an approved national purchasing cooperative, pursuant to N.J.S.A. 52:34-6.2(b)(3) and Local Finance Notice 2012-10; and

Be It Further Resolved, that the Mayor, Administrator and/or Borough Clerk are hereby authorized and directed to execute an agreement with ParkMobile by Arrive; and

Be It Further Resolved, that a copy of this resolution shall be forwarded to the Chief Financial Officer and ParkMobile by Arrive.

Creating the Title of Receptionist/Administrative Assistant/Deputy Registrar

Whereas, the Borough of Somerville currently maintains the separate job titles of Receptionist/Administrative Assistant and Deputy Registrar/Administrative Assistant; and

Whereas, the Borough has determined that the duties and responsibilities of positions may be efficiently combined into a single full-time title in order to improve the delivery of services at the municipal building front desk and in the Office of Vital Statistics and to meet the operational needs of the Borough; and

Whereas, the position shall be included within the collective negotiations unit represented by AFSCME; and

Whereas, the performance of Deputy Registrar duties remains subject to the certification and appointment requirements and the regulations of the State of New Jersey;
